The villains will get their own beating in the end. There's no need to go as far as reflecting on the ambiguous and complex matter of who is guilty and who isn't, not in One Piece.
The Vinsmoke princes are genetically modified humans, without empathy, compassion and sadness, and they're happy and proud to be such! So, just like Hody, they are villains who deserve to be punished. Maybe Judge won't be beaten in battle, but he'll come to a bad and poetic end as well.
The only issue is their ultimate fate after this arc, i can't see Oda killing them off, so are they going to be arrested for having betrayed the WG? That would be a perfect solution to get them out of the picture without having them die. But in that case by who?
